The new policy requires all cities and municipalities in the country to streamline the business permits and licensing system by cutting the processing time to 2 days for new business, and 1 day for renewals.

The number of steps to get a business registered is now set for a maximum of 3 steps.

A unified form for both print and electronic will now be used requiring only two signatories – the mayor and the treasurer/business permits and licensing head.

The new Joint Memorandum Circular by the Department of Trade and Industry (DTI), Department of Interior and Local Government (DILG), Department of Information and Communication Technology (DICT), and the National Competitiveness Council (NCC) also recommends local governments to automate and computerize business transactions for faster service.

The stricter guidelines are seen to provide more efficient and faster government services.
