Over 16,000 new teaching positions will be opened in the Philippines for the 2025–2026 school year to support and strengthen the public education system. This rollout marks the first tranche of the 20,000 teaching positions targeted for creation this year.
The Department of Budget and Management (DBM) announced on May 18 it has approved the creation of positions that will be filled by public school teachers in Kindergarten, Elementary, Junior High School, Senior High School, and the Alternative Learning System (ALS).
The approved positions include:
- 15,343 Teacher I posts (Salary Grade 11)
- 157 Special Science Teachers (Salary Grade 13)
- 500 Special Education (SPED) Teachers (Salary Grade 14)
To address specific needs in various areas, the Senior High School positions will be created at the division level, giving School Division Superintendents the flexibility to assign teachers where they are most needed. This setup is based on a DBM circular first implemented in 2016 to support efficient deployment.
A total of PhP4.194 billion has been allocated from the Department of Education’s 2025 budget to fund the new positions.
In line with election policies, the release of appointments and NOSCAs (Notices of Organization, Staffing, and Compensation Action) will take effect only after the election ban period from March 28 to May 11, 2025. DBM regional offices will coordinate with the Department of Education for the release of NOSCAs and corresponding funds for filled positions.
“Suportado po ng DBM ang pagbibigay-prayoridad ng gobyerno sa kapakanan ng ating mga guro. Gusto po nating siguraduhin na bawat bata ay may teacher na tututok at handang tumulong sa kanilang pag-aaral. Seryoso po tayo sa hangaring mapaganda ang kalidad ng edukasyon sa bansa,” DBM Secretary Mina Pangandaman said in the press statement.
(“The DBM supports the government’s priority to uphold the welfare of our teachers. We want to ensure that every child has a teacher who will focus on and assist with their learning. We are serious in our goal of improving the quality of education in the country.”)
